I would NOT say this is a ‘total rip” of The Big Noob. It does appear to draw some inspiration from that site, but there’s no way of knowing that without talking to the designer. I only mentioned the similarity because the handwritten and paper elements were very Noob-like, especially when comparing pages like this:
Yes its no question where the inspiration came from but its no rip (off css,jps and so on)
And yes it might be a bit over inspired by that site but that is no crime just bad for him self(if hes trying to look creative) ya we can take a zero of for now

I would agree that the papering thing is done a lot but I might take a zero off your estimate. Maybe in another year we could add it back…
It’s more than the paper. It is the paper + type treatment + ink illustration + goofy portrait.
