I quite like this one. However, there are a few factors that come to mind:
1) The site is about the health of Firemen. Not signing up to be a firefighter, which the proud, stoic banner seems to express.
2) The site is trying to reach out to people with the intention of receiving some form of help (direct or indirect) for the Firemen. In that regard, I think the copy could have been better - The impact of something akin to (but better written):
“Every year, 20,000 lives are saved by Firemen. However, not all of those lives are their own. Find out how you can help.”
and then given prominence near the top, followed by the detailed explanations.
Again, I do like the style and execution, but I think that it goes against the purpose of the site. It should have been more human, with expressive Photographs, and some real heart-tugging facts that the viewer would learn about.
Right now, it looks like a stylish site which intends to invite you into joining the Firefighting service, and that definitely isn’t the intention of the site.

Well, it’s in Japanese… and it’s a children’s site… and kids are supposed to explore it like a game… and then learn a bit about the environment…
