I don’t normally comment, but this site is an awful americana cliche that disrespects that the content it is meant to serve.
This design does not inspire me to read the content and if I had come to the site looking for information, the experience would be impaired (missing navigation, etc) in anything but the latest browsers. Given the regulatory nature of the content, this is a pretty severe oversight.

How in any way is this a ‘best’ anything?
I agree completely.
I couldn’t navigate the site in IE 8 and below and had usability issues with the scroll bar in all the other main browsers.
That the content doesn’t suit the site architecture is probably a bigger problem though.
I do love the design skin, just not in this instance for this content.
Fundamental flaws, needs work.
